The United Kingdom and France Will Dispatch Forces to Ukraine in the event that a Ceasefire Accord is Reached

The UK and France have signed a declaration of intent concerning the stationing of armed personnel in the nation if a peace deal be struck with Russia, the UK Prime Minister, Sir Keir Starmer, has announced.

Following talks with Ukraine's allies in the French capital, he indicated that the two nations would "set up operational bases throughout Ukraine and erect fortified installations for arms and equipment" to prevent any subsequent attack.

The coalition members also put forward that the America would take the lead in overseeing a truce.

Russia has consistently warned that any foreign troops in Ukraine would be considered a "valid objective", but has so far not issued a statement on this new development.

Background and Continuing War

Russian President Vladimir Putin began a full-scale invasion of Ukraine in early 2022, and Moscow presently holds roughly 20% of Ukrainian territory.

"This constitutes a crucial element of our pledge to stand with Ukraine for the foreseeable future," commented the British leader.

Heads of state and senior officials from the "Coalition of the Willing" participated in the recent discussions.

Addressing reporters at a shared media briefing, Starmer further said: "It paves the way for the legal framework under which British, French, and partner forces could work on Ukraine's territory, defending Ukraine's air and maritime domains, and regenerating Ukraine's armed forces for the future."

The British leader went on to say that the UK would participate in any American-headed verification of a potential cessation of hostilities.

Defense Assurances and Negotiation Stances

Top American diplomat Steve Witkoff stated that "long-term safety pledges and substantial prosperity commitments are critical to a lasting peace" in Ukraine – mentioning a central condition made by Kyiv.

The negotiator indicated the allies had "largely finished" their work on finalizing such guarantees "so that the citizens of Ukraine know that when this hostilities ends, it ends forever."

Jared Kushner, former American President Donald Trump's representative, also took part in the talks.

Separately, President Macron Emmanuel Macron said that Ukraine's partners had made "significant headway" at the talks.

He said that "strong" security guarantees for the Ukrainian government had been agreed in the event of a potential ceasefire.

Ukrainian President Volodymyr Zelensky said that a "major development" had been made in the negotiations, but qualified that he would only consider efforts to be "adequate" if they culminated in the conclusion of the conflict.

Recently, Zelensky indicated a peace deal was "mostly finalized". Settling the outstanding 10% would "determine the fate of the agreement, the future of Ukraine and Europe".

Remaining Challenges

  • Land and defense assurances have been at the center of unresolved issues for diplomats.
  • The Russian President has often said that Ukrainian troops must pull back from all of Ukraine's eastern Donbas region or Russia will occupy it, rejecting any concession over how to end the war.
  • Zelensky has so far ruled out giving up any territory, but has suggested that Ukraine could move its forces to an agreed point – but only if Russia reciprocates.

Moscow presently occupies approximately 75% of the Donetsk region and some 99% of the adjacent Luhansk region. The areas form the heartland of the Donbas.

The original US-led multi-point framework that was extensively reported to the media last year was seen by Ukraine and its EU supporters as being strongly biased in Russia's favor.

This led to a period of intensive discussions – with the involved parties trying to adjust the proposal.

Last month, Ukraine presented the US an updated framework – as well as distinct documents outlining prospective defense assurances and provisions for Ukraine's reconstruction, Zelensky added.
